Effective scheduling identifies sufficient resources so that enquiries are answered within service level. Conversely it also ensures that any spare resources are able to be put to good use elsewhere.  Effective scheduling depends on accurate forecasting and whilst the forecasting method may be sound, call arrival may, for reasons beyond the forecasters control, become erratic.  Under these circumstances alternative scheduling methodologies need to be introduced until such time as call arrival can be understood.
